It might arc across a gap more easily when the weather is damp. I would hope this is not on any barb wire.

My Gallagher 6 joule typically reads in the 8-9kv range, no basic problem other than keep kids away and always carry a tester with you to check before touching.

The hot wires are #2 and #4 and are smooth, #1,3,5 are barbed. Tester stays in the gator. I spray under the fence twice a year with roundup and 2,4-D, this kind of fence isn't cheap but it amazes me how many people put it up and three years later it's all grown up with brush. Pretty fast and simple to spray and keep it working and looking nice.
