Lot of people said that about taco bell a couple years ago too. If I remember right they said the usda made them have at least 89% beef in their product for them to be able to advertise it as beef. The rest was additives to enhance flavor and texture. Don't know how they came up with the 89% number but its cheap and most of the time tastes pretty good.
