We grow a lot of clover here, have never had an issue with it - but cows and calves are always in it for pasture too, so bales are normal to them. They sure eat em though. The straw will help as filler though.

One thing to pay attention to with clover bales is the timing must be just right. Too late cutting and its stemmy and pokes holes in the plastic, too early and the yield and quality isnt there, just nearing full bloom is best.. Once cut, its best to bale them on the slightly dryer side of silage, as they are HEAVY and will get sloppy and even mis shapen if baled too wet.
