Most likely some crazy lib, thinks somebody will buy a gun and ammo then just start kill'in EVERYBODY .
Ya know how they "just go off!!!"
Maybe they didn't want the liability of bad ammo if they didn't know the condition of the ammo. I certainly wouldn't want to sell ammo that may have been wet.
