I think it definitely helps. A couple of years ago my cows ran out in August, and I didn't catch it right away and get them a new block, so they were out for a week or so. The horn flies came back with a vengeance and were very bad up until the first cold snap, even with keeping the IGR in front of them, once the horn fly population went up from lack of control we never could get it back in line. For face flies I use a plastic barrel with a hole in the side (hung in a tree with a chain, move it from pasture to pasture) and rubs soaked weekly in permethryn. I put the IGR block in the barrel, so when the cow sticks her head in to lick the block she's getting permethryn smeared on her face and around her eyes. This makes a HUGE difference, hardly any flies on my cow's faces in the 4 or 5 years I've been doing this. Takes about 5 minutes once a week to resoak the rubs. There is a pic on here of a cow using my barrel.
