If you have water weeping in through the sill plate then I suspect that you have a perfect conduit for termites. I could be wrong but look into it. Termite prevention can be done by the homeowner in fact a lot of the common insecticides we use as farmers are the same as are used for termites. There is a lot of info if you google it.
