If that rock came from his loaded truck he is responsible for your damage.
Are you sure? I don't honestly know the answer. If you were meeting on a gravel road you could have just as easily threw a rock into his windshield.
Windshields should be covered under comprehensive insurance if you carry it. If the chip damage is repairable, most insurance companies will waive the deductible and pay for it.
