Subject: Americans buying goods from Canada.

Mather, Manitoba
I'm an Canadian Ebay seller. Quite a bunch of my sales go into USA. Usually $80-$100 items. Thursday night someone from Iowa bought a bunch of my items with the "Buy it Now" feature and save a bunch on shipping. I packaged it up this morning and dropped the $700 worth of merchandise in the mail. My question is: does the Iowa buyer have to pay any taxes or duty on it when he gets it?
