To my understanding China is trying to convince their consumers that GMOs are safe, providing they approve them first. I believe China is trying to implement "new technologies" to produce GMO's and lead the Chinese to believe that their GMO's are somehow better than what is grown in other countries. This is actually something we talked about in a class the University of Illinois with one of the few professors who is worth a darn (IMO). Very sharp man actually. 

"China is trying to get in the GMO market, but is keener to develop its own technologies to meet rising agriculture demand, the country’s agriculture minister said at the national parliament."
