Aside from being cold, that doesn't look bad to me. Rain forecasts are read differently here, though. A 30% percent chance of rain means some low clouds floating around in the afternoon, a 50% chance means heavier clouds and maybe a light shower for someone over the horizon, and a 70% chance means the weatherman thought that low would track more to the north than it did.
