You get a lot better result by removing all water from the tank than you ever will from conditioners.
#2 oil has a propenscity to emulsify water, and slowly release it in storage. That's a problem in aircraft refuling, and the reason the fuler sits with the full load for 5 hours. The water sump is then drained before the tanker moves to fuel an aircraft.

It's simple enough to stick a tank before it's filled, using water paste, and know if you have water while it's easy to remove.
