That is true for an orbital-driven interglacial. More solar energy leads to warming air, which leads to warming water, which can no longer dissolve as much CO2.
But there have been other natural events in the past where rising CO2 led to rising temperatures. It can happen either way. Air and water seek a sort of equilibrium.
