That is true for an orbital-driven interglacial. More solar energy leads to warming air, which leads to warming water, which can no longer dissolve as much CO₂.

But there have been other natural events in the past where rising CO₂ led to rising temperatures. It can happen either way. Air and water seek a sort of equilibrium.
