After thinking about this a bit and not knowing the details I interpret this as saying that China restricts the amount of US corn by quota while permitting Brazilian corn in obove the quota.
This sounds like this violates the ideas of free trade. I would think that this is something our trade representatives should be made aware of and bring up in talks.
