May be a meningiocele. These occur when the "neural tube" doesn't close completely during the early development of the embryo's skull and spine.
Same thing as spina bifida.
Only thing is this one doesn't appear to be on the midline where most of those neural tube defects are. It would be centered over a hole in the skull if it is a meningiocele.
Only one I have ever seen was just behind the poll at the back of the calf's head. That calf couldn't stand, so there was more going on than just the meningiocele.
