The lack of action on the WTC ordered COOL retraction on beef may be some of the background on this.

Canadian beef producers have been through a long term loss position on beef cattle since mad cow. The only thing keeping it alive has been Alberta oil money but at least one property near home has changed Alberta hands when non- farming members of the family trust rebelled against losing investments in ranch land. Another property broke 10,000 acres if native prairie(on US - Sask- Alberta border) last fall for wheat production before the big wheat price drop occurred. At least he will be close to Havre for wheat delivery.

American producers will have a year or two to see profits before larger Canadian production will be available.

Canadian-Mexican action against COOL started in 2008, after a successful ruling the US was given a certain time to comply which has now run out. An appeal by Canada and Mexico will be heard in 2016 after which Tariffs may be applied to US goods. The initial indications are that wine and seafood will be the targets of Canadian actions.

Personally, I am an advocate of COOL which was the reality prior to globalization. As a cattle producer from Canada, I would like this to become example an example of joint NA action.
