You might want to try a slower and/or heavier nugget and see how much that changes things. Generally, the slower loads allow the barrel to rise a bit due to recoil, changing point of impact.
To make adjustments to the fixed sights,it's a straight forward trig (triggernometry) problem. Just measure the distance from front to rear sight and you know how much you need to move the impact at 21 feet (or 252 inches)
