Maybe they just want to feed livestock and at $4.30/ bushel American corn (or maize) is really good value and they don't have to deal with the corruption involved with dealing with Ukraine.
Remember as well that China has a corn import quota which severely restricts the amount they can take duty free. It doesn't apply to sorghum. I think that is a signal to western corn belt farmers to grow more sorghum.
