I think you can assume the hydrous is 95% and the difference in heat value is included in the price (remember the difference in the lower heat value will be greater than just the 5% difference in ethanol content). This all suggests that dehydration costs somewhere in the $0.45 to $0.50 per gallon range or 20% of the finished cost.
