Southeast WI
If it's ground level go with fancy concrete, no question. If it's over a basement walk-out like ours it's 10' in the air so that wasn't an option. We bought the maintenance free decking from a place other than Menards - at the time I know Menards didn't carry something this good. That was according to my builder neighbor and he's right. Stuff is tough and looks very good. If you need a good railing around it look at the white aluminum stuff they have. I liked it because it's a little taller than the plastic stuff (10' high deck so didn't want kids bailing off) and it will not sag and probably won't need painting for years. Looks brand new 5 years later. Don't even consider wood of any type for the surface. Did that on our first house and staining sucked. Have to touch it up every year if you want it to look really good. I'll try to snap a pick of ours - little snowy but you'll get the idea of the railing.
