The transfer of ownership was not exactly "smooth, seamless, and fast"
I believe it was actually the plant's bankers who forced the sale, and somewhat against the owner's wishes from what I remember reading
they will certainly act quickly to bring it online, but when you've been down for 15 months, it is going to take awhile to get everything up and running....
