We tend to have very wet springs and hot, dry summers. Tile still helps us a lot. The theory is that the root zone will dry more in the spring, forcing plants to put roots deeper early on. That way they are down deep already when it gets dry. Agri Drain makes water level control structures for tile, but you'd need to talk with a tile installer about whether or not they'd work for you. We haven't installed any yet so I don't know all the details, but your grade and topography will have a lot to do with them.
