This works for me sometimes.

Press the Alt key and the Prt Scr key at the same time

Open the Paint program that comes with windows.

Press the Ctrl key and the V key, this pastes the picture into paint

Click "File" in upper left corner, then "save as". A menu drops down letting you choose where to save it and also what format to save it in. Click the down arrow and then jpeg, then click "save".

Close Paint, find the picture where you saved it and you should now be able to resize it.
