I think the relay that's clicking is maybe a cab relay etc, but could be the starter relay and it's just not making up inside when the magnet pulls. Need to trace the wire back from the starter solenoid to it's relay and test the supply, the signal from the key and the ground there. If no signal, trace through neutral safety switch and back to key.

Have seen a lot of poor quality JD relays of that type in the last few years.

OH, do make sure if you put on a new one, you get the right one. The cab relays etc are continuous duty and if you replace with a starter relay, the starter relay will burn out because it's not designed to stand the heat buildup from being "on" all the time. I'm guessing a cab relay would work on a starter circuit just fine, just not the other way around.
