You can bag anything, but if it is going to ensile it has to have moisture between 75% and 40% and some sugar for the bacteria to work on. Innoculants don't hurt especially when you have a difficult crop to ensile.

If it doesn't ensile/ferment, you have simply put it in a container that keeps the air away from it and as soon as you start feeding out or if the bag gets holes in it (racoons), the air may migrate into it and if moisture is high enough for molds to grow, you get lots of yeast and mold. If it's frozen by that time, then no problem, but there is some residual heat in large bags and silos from the fermentation or spoilage which may make it hard to stop all spoilage.

If it's really dry, then no growth, but I don't think that kind of dry stuff would bag very well at all. It could be piled and tarped . I think most folks would have the grinder just grind a mix of the two and let that be mixed enough instead of running it through a TMR mixer.
