+1 on staples. If vinyl flooring is to go over it, any fastener should be covered over also or your vinyl will fail over the fasteners. If it's carpeting, then it's not near as fussy, but most would use heavier material because the 1/4 underlayment stuff is expensive if you get a good grade.
