Subject: Hay field roughness

S.E. Iowa
We have a hay field that we tore up last year to reseed. This land is very wet, stripped of the top 10 feet of soil and was mostly weeds. We disked it 3 times turned it into powder, field cultivated diagonally2 times, then finally with the way we would mow it. We ran a cultimulcher over it. We sprayed fertilizer and seed on it, broadcast rye on it cultimulched it again. No traffic on it since and it is really rough when I mowed and baled it. I did everything with smoothness in mind and did that backfire. Any ideas out side of tearing it up to smooth it up?
