The solenoid under the tower box could be plugged. Take it apart and see if you can blow through the stem and the base. Be careful there is a plunger in the stem that's spring loaded. If all 3 ports are clear check the water supply. There is a filter in the 1" cross that could be plugged or not letting enough water in to close the valve. By the looks of the cross I bet you will need a new one. The filter will be seized in the pipe plugs too. The coil could be bad on the solenoid also with an ohm meter it should be around 180 resistance.
