Even if you could, it doesn't mean you should. I travel the freeway every week. It's not you pulling the auger I'd be worried about, it's every other Tom, Dick and Harry driving like there is no tomorrow. It's bad enough driving a vehicle down the road much less pulling an auger. Legal or not, I suggest against it.
