She doesn't hate you but she's not interested in having a romantic relationship with you and it's very unlikely that would change. The reasons she give is because she doesn't hate you and wants to spare your feelings to the extent it's possible but they really don't mean that she wants to but just doesn't have the time right now, it means she's really not interested.
