I assume that the head is hydraulic driven. If so, then it sounds like a valve is stuck open. Does the head have couplers that you can disconnect? If it does, then disconnect the couplers and see if it starts. If not, trace the lines back to the valve stack and figure out which valve is allowing fluid through to the hyd motor that turns the blades.
