I would think that a 4 foot tall by 8" foundation wall should add approx. $13k versus just a floor, but a reinforced perimeter is already adding extra, so maybe only $10k upcharge. And in my Wisconsin mind, it's worth it. It is so much easier to keep water and rodents and cold out of a building if a concrete wall extends above ground level. We had pole and stick buildings done this way. They make engineered clips for attaching 6x6 posts on top of a wall. I personally am partial to stick built but our largest buildings are pole for sure. I would hope you could get a no. 1 building done for your mentioned price, but I know, labor is high. I'm sure you will love it. Wish we had one. Good luck
