I agree with Mike and rancherman, most likely need a kit in the vaporizer. Could also need one in the mixer/carburetor. I have seen updraft mixers especialy that had accumulated moisture inside and corroded the internal spring until it collapsed. They also have a diaphragm that can be leaking.

What was happening to rancherman is the first stage regulator was leaking. If it leaks a bit while running, usually no big deal, it's got to open up some anyway, but when it leaks with the engine stopped, it can flood the engine. Usually it will start after some extra cranking to clear the excess propane. I am most familar with IMPCO vaporizers, which behave like this when they need rebuilt. Depending on the design of the regulator stages in your vaporizer (Century???) the liquid/excess pressure could lock off one of the low pressure stages until it was bled down by cracking the line. In any case, not good! Obviously you should not have that problem.
