It depends somewhat on your soil type. Sandy soil will not handle as much with safety as will heavier soils. The safety changes due to a soils buffering ability. In a real sandy soil 10 gallons of 28% would be enough, blended with 10-34-0 would probably tame the nitrogen down a bit. At 3" beside the row, I'm not sure what I would be comfortable with. Obviously you could safely use more than at 2 inches. Probably the 1 inch below won't make much difference compared to 2" down, unless you really get carried away.
