As far as I know it is legal, don't know about what you have to disclose.  I only know about it because several years ago we had so much hot corn the elevators couldn't blend it down, so it was shipped by rail to the feedlots in west TX where they gassed it and fed it out.  Texas A&M may have some info on it and it was written about in the farm mags at the time.  Haven't heard much about it in the last 10 years or so.
