You need to poison the cousin...
The cost of the prairie dog control needs to be deducted from the rent check. Since the grandmother is a majority owner, have her set up the rent so certain expenses are deducted, like water, fencing, prairie dog control, and then mail the cousin her rent with the deductions taken off.
