Spend the money that you would have spent building a silo and put down a nice concrete slab 6" thick and large enough for a few 200' or longer bags. Then your options are open to bag or pile later if it works. Bagging is a nice option and much simpler to deal with the plastic than all of the balage. Add to the concrete slab as money allows.

I grew up on a 60 cow dairy with two silos, one for haylage and one for corn silage. Problem with a silo is that if you get into really bad feed, you have to feed it until you get to the good stuff. Bags give you lots of options to skip the bad feed if need be.

I prefer a concrete slab and piles long term, but it is tough to manage a face of a drive over pile with 50 cows.
