I'll put it to you this way... I looked at buying an old DT powered fire tanker about a year ago. I don't know what it's spec was but probably in the 180-220 range as it had no cooler on it. That truck, empty... could no get out of it's own damn way. Fill the 3500 gallon tank I'd think you'd be down in deep with it to climb out of some holes as it had a 6613 transmission. It was just absolutely pitiful.
At 250 horse the cummins will have a bit of wind on that but not a whole lot. You can turn it up. That's fine until it melts a piston someday... and it will because you'll be running the snot out of it.
I think you either accept that it's going nowhere fast... or if you need fast... go get N14 power. An old L10 might not be too bad either if it's in servicable condition. At least they'll live at 300 hp and probably close to 900 torque.
