does California have a big Influence on the EPA Maybe today but the EPA ( or the Idea of it) got its start in the upper New York and Penn. area who can forget the Love canal and lake Erie area in the late 60's and if you had lived in the Greater Los Angles basisn in the 1970 you would have been a big backer of the EPA also.
For the record - Car emmission standards for Cali have been higher then the EPA requirments for the last 40 yrs.
