Subject: opinions for best fix on a bowed basement wall

I have one wall on my basement that is bowing in approximately 1 3/4". I had a basement repair company come and look the wall over today and they recomended pulling the wall back in place using an anchor system but they do not want to dig out the outside dirt so that all the cracks that do leak can be sealed. They told me that if i straightened the wall and fixed my grading issues that my water leaks would more than likely go away. Honestly it just seems to simple to me i would think that the water would still leak in if the outside damage is not corrected. Any and all opinions would mean sloth because i know so little about this. TIA!!
