I was twp. Trustee in Indiana back in the 1980s. In our county if you wanted help from the Trustee you were to work it off at min. Wage it was up to the trustee of the township if they had to or not. They did things like help clean county buildings or ridding a snow plow to help the driver. Most people got jobs when they found this out. Other counties around us the didn't make them work it out had a lot more poor releaf than we did. Don't know if the county still does this here or not.
