Southwest OK
There is not a good solution. After treating one that many times, it is unlikely that it will ever reach grade weight. I would wait out the withdrawal period and grind her into hamburger. I have started limiting cattle to three shots. After their last treatment they are put in a pen with a self feeder, fresh water, and good shelter. They get checked once a week and whatever dies is disposed of. You would be surprised how many will heal themselves when you aren't looking at them every day. It is much easier to see improvement in their condition when you wait seven days to check them.
