Yes, if there is some kind of stress riser, e.g. existing crack or flaw in the material, tool mark, notch, radius that is smaller than the design requires, at that point, the material may be loaded beyond it's yield point and after a sufficient number of load cycles a tiny crack is initiated, if it does not already exist.

An overload from changing the wheel offset can also exceed the yield point in the material. After the required number of additional load cycles, the size of the crack has progressed until the material can no longer sustain the load. Each turn of the hub is one tension / compression load cycle. Cast Iron generally does not have the toughness or resistance to crack propigation that steel has.
