You can still mail them in to the IRS. Efiling is better IMO because the return time when mailed in isn't always the best. I generally get efiled ones back within a few hours.
Edit to add: or as mentioned you can still go to the local IRS office and get it filled out and stamped there. Our IRS office is an hour away and with gas as high as it is going there isn't free either.
