Here you would have a fight on your hands. You abandon the road the right of way goes with it. After all the right of way was granted for a road. No other purpose. Pa law states once maintenace is done the time starts tickng till right of way reverts back to landowners.
 Otherwise the landowners get stuck with things the right of way was supposed to be. Bike trails, hunters,etc..
