You've prolly got some grounding and/or continuity issues along the wring path of your trailer.

I would assume you've got the old style tail lamps due to cost reasons in production, or how the trailer dealer ordered various options.
FYI, they are referred to as Light Emitting Diodes, not low amp draw. Coincidentally, they do not require a large amount of juice to run
