I do not think that is a CWS, and I do not think the reel is even supposed to be on there with that.  Looks like an old KEHO to me but I may be wrong.    They were made to run as a stand alone system in place of the reel.  I still think you should be able to raise the air reel and adjust the angle to get it to work without being down in the crop, though.
