The very basic thing about making 3 phase is that the power has to be available on the line. Figure 5 amps for each horsepower, 240 volt, single phase. If the power company will provide 400 amps of 240 volt single phase, that is 80 hp of motor. Maximum. Better figure 80% on a service. 60 some horsepower. Of course, you don't have to run all the stuff at once. So, the first place to start is with the power supplier. If they will provide 600 amp or 800 amps, what ever number you come up with that you need. If the power isn't on the line, the power company can't give it to you.

In one sentence, a phase converter is an induction motor running with no load will manufacture the third phase.

And a load motor not being pulled to full load will add some power on the manufactured phase.
The toughest load is one motor being pulled to it's limit or past. That is easy enough to solve, put on a bigger motor than the load requires.
One converter will do several motors.
