Yes, pencils are #2 unless marked other wise.  Drafting pencils are harder, a #4 I think, you use them the first time you draw up a plan because they do not leave as much lead and are easier to erase when you make a change to your drawing.  Once you have the drawing the way you want it you go over all the lines with a #2 pencil.
