We have flowers by the road in a small container around our mailbox.  My wife went out to get the mail a saw a number of them missing.  Her first thought was cats had broken them off but after looking closer she saw somebody had dug them out of the container. 

She was not happy as she had bought those and transplanted them a week or so before.  We decided it must be okay to take anything that is along the road.
