Couple things about RINS. Nobody knows exactly how many of them are out there. Numbers I have seen are closer to a billion gallons worth. RINS are traded, the price of them will go up if there is demand for them. The industry probably won't want to shoot it's whole wad, as the amount of RINS available amounts to several years of accumulation.
